GOV.UK: you have 28 days to challenge a council PCN. If you challenge within 14 days and they reject it, you may only have to pay 50% of the fine. Not a prediction.
If you are not sure who issued it, read the ticket, then use the postcode tool on GOV.UK: challenge a parking fine. Scotland uses a different regime — we do not cover Edinburgh or other Scottish authorities. Private parking charges are not council PCNs.
