If the PCN was on the windscreen, the first step with London Borough of Hillingdon is usually an informal challenge — a letter or their online form. If they reject it, they should send a Notice to Owner so you can make a formal representation. Only after a Notice of Rejection can you appeal to the independent adjudicator at London Tribunals.
