Challenge a Liverpool parking ticket (PCN)

You have 28 days to challenge a council penalty charge notice. If you challenge within 14 days and the council rejects it, you may only have to pay 50% of the fine. That is the GOV.UK rule for England and Wales — not a promise about the outcome, and not a win rate.

How to challenge a Liverpool PCN

You send it yourself. Look at the ticket for the issuing authority. If it names Liverpool City Council, the challenge goes to them.

PCNs from Liverpool City Council often start with LV. If the number on your ticket does not match, check who issued it.

  1. Photograph the ticket or copy the PCN number, vehicle registration, date, time and location.
  2. Write the informal challenge here, print it or save a PDF. £5, UK bank transfer.
  3. Send it to Liverpool City Council using the method on the notice or on their site. We do not email it for you.

If the PCN was on the windscreen, start with an informal challenge to Liverpool City Council. If they reject it, wait for the Notice to Owner and make a formal representation. After a Notice of Rejection the independent step is the Traffic Penalty Tribunal. Postal PCNs often skip the informal stage — follow the notice. We do not file any of those stages for you.

A private car-park operator (for example a supermarket, hospital or parking company) is not Liverpool City Council. Use the details on that notice, not this council route.
